This presentation recaps the changes to law, policy, and practice during the prior state fiscal year. The presentation explains the changes to legislation in the following areas that impacted NC child welfare policy and practice between July 1, 2020- June 2021: Plan of Safe Care (POSC), Practice Guidance for LGBTQ+ Youth in Foster Care, Psychotropic/High-Risk Medications in Child Welfare, and NC Child Medical Evaluation Program (CMEP). This webinar also explains how critical thinking connects to policy and best practice with families, and provides access to links and resources with additional information on each law and policy change.
IV-E Policy Changes: Candidacy Definition and Admin Claiming for In-Home Services and Foster Care
The target audience for this 90-minute presentation is all North Carolina county child welfare agency employees working in CPS In-Home or Permanency Planning Services or who use the DSS-5094 for IV-E claiming purposes. This presentation explains (1) the definition of “Candidacy for Foster Care,” with an emphasis on how to apply it to claiming for CPS In-Home Services, and (2) when IV-E funds can properly be claimed for reimbursement of administrative costs (worker time) for children in foster care.
